What is the best way to improve low rpm torque (5 speed manual).

From what I have read CAI and tunes don't really improve low end T. You still don't hit the power band till 3000 RPM.

I have the track pack on the Mustang.

I also have a Corvette (not a daily driver) that has lots of low end torque that I would like to feel in my Mustang. From 0 RPM's till red line it just pulls thru the entire range.

It looks like a SC may be the only way to improve this?

Jkidd nailed it. Roots style blower to increase your volumetric efficiency is the only significant way to increase torque production. Higher radio rear end gears will improve your torque multiplication but at the expense of your top end.
