I"ve seen some places offering a kit that includes both a chip and cold air intake for 2014 Mustang GTs. Is there a reason for this?...as opposed to buying them separately?

Some of the racier cold air intakes require a tune. That's why many companies offer the CAIs and Tunes together in a package.

By chips do you mean a tuner? If so that is because you can't change the air flow to the engine without making the computer go "DUH", therefore the vehicle has to be recalibrated for the new flow.
