65-66 Shock tower brackets Vs. 67-68

I have a bit of an issue I am hoping someone can help with. I have 67 390 car, but the new suspension I have includes bilstein shocks. Well, the 67-68 shock tower mounts that bolt the top end of the shock to, the threaded holes are too narrow. However, the 65-66 shock tower brackets would fit right for the threaded holes. Of course, the 3 mounting holes at the bottom are slightly smaller, which can be drilled out a bit, but I am concerned with that die to the hole being so close to the edge. Also, the 65-66 brackets are taller by I would guess an inch approximately. So here is the question. Will the inch make a difference and would it be better to use the 65-66 brackets and widen the base holes, or drill out the top of the shocks and attach them to the original brackets? Also, What is the difference in size if any between the 65-66 standard bracket and 65-66 shelby brackets?
