are mechanical fuel pumps supposed to do this?

rewind to a few weeks ago...A friend of mine and I ordered our fuel pumps at the same time. I noticed that he could not pull the lever arm on the pump down at all. I opened the box up, and tried mine. Tough, it didn't budge at all.

today...I change out my fuel pump. My new one is a holley street pump. My old one is a kragen oem style rebuild. Ugly thing. I tried to move the lever arm on the old one. It was tough, but it managed to move, while it did this, it sucked in air and shot out fuel. Cool, neat to see it work.
But is it supposed to do that? The new one wouldn't budge. Was the old one going bad and worn out, allowing me to move it by hand?
