I have an 88 mustang gt with stock bottom end 302. I am bolting ported gt40p heads, gt40 intake, f303 cam, 24lbs/hr injectors, and 75mm throttle body onto it. I was wondering if I should degree the cam, and what I should degree it to?

I would just install it straight up. The advertised rpm for for the f cam is 3500-6500 rpm. The gt40 stuff is great on low end torque, but I don't think it will hold on to 6500 rpm. If you did decide to not go straight up, I would degree so as to lower its operating range.
