Cluster comes on delayed after testing Trac Ctrl

I was testing voltage going to and from my traction control switch and it popped the interior lights fuse. Then when I got a new fuse in my instrument cluster comes on delayed. I replaced the GEM next to the fuse board on the drivers side kick panel. That wasn't it.

My only "guess" at this point is its either the cluster itself or the ECU.

The lights im referring to are the lower indicator lights on the cluster. Most of them have just quit coming on. The delay is coming from the needles themselves. The dimmer switch still works fine. And the traction control is always on.
 
First check the cluster ground located just to the left of the center console. This ground is also shared by the radio and the GEM. Possible that you have burnt the wire.

Pull the cluster and look for burnt PC foil traces. Esp traces leading to ground.
