Cylinder Compression

I am looking at possibly buying a 1996 Cobra that has a compression drop in one of the cylinders. The car has 68,000 miles and a vorteech s-trim with a bunch of bolt ons. The owner sais he had a compression check done and all they all checked out between 150 and 165, but one cylinder was at about 70. I'm just wondering how worried I should be and how big of a mess I might be getting myself becuase I can get a hell of a deal on the car. I plan on rebuilding the motor with some forged pistons anyways but that might be a year or so down the road. The owner also mentioned that it could be the valves, so what do you all think? And how much does it usually run for a valve job on these cars or a complete rebuild. I'm pretty new to the over head cam motors so sorry for all the questions, but any help would be great.
