Emergency Brake Tension Problems?

I'm trying to fix my 1990 gt's parking brake cable which snapped at the part which connects to the tension wheel. I pulled out the e brake assembly, new cable on it, tensioned the spring wheel on it, locked the tension, put back in car, and my parking brake works but car rolls when on steep inclines with the brake all the way up. So I rebuilt the drums and maybe 10 clicks each on the star key on each side? Car still rolls easily down inclines but not as bad. Is the parking not working because the drums aren't adjusted right? Or could the rear cables have stretched? The parking brake to me feels like no tension is being built until it's half way up but that's barely any tension at all..help
