I can't think of any scenarios where an insufficient weld wouldn't be a safety concern when it comes to motor sports. Hit around the welds with a hammer and see what happens. If the welds seem brittle or crack with a whack of a hammer then they won't hold if you're in an accident. With Flux welders there might be a layer of "skin" on the welds which is normal. It's the flux shielding. Welding is about getting good penetration into the metal without burning through it. If your gut feeling is that the welds are strong then hopefully you're correct.
