fuel pressure regulator

I have put a 5.0 in my 63 Fairlane 500 and am thinking i have fuel pressure problems. what is the easiet way to change the regulator next to fuel rail? it seems odd the way the allen heads on the screws face down? seems hard to get a allen wrench in there.

Any help out there would be awesome.

Remove the upper manifold. Six bolts, detach throttle cable & EGR & TPS connectors and it comes off easy. It can be done without removing the upper, but it is much harder to do.
