Dude wants to sell.

87, m5,notch, 190K mi., new tires, Exterior 6 of 10, interior same.

Runs good according to him, whats a fair price?

No more than you would pay for it if it weren't an SSP. I'm a huge fan of Police Mustangs, but people do hype them up a lot and try to swindle you on selling price. If the car is say a 3k car, then it's going to be that price SSP or not. The only thing that might sway your opinion is if you're really interested in the fact that it IS an SSP and maybe the car has all of the SSP parts still on (again, check out this link http://www.sspmustang.org/tech.htm) and then maybe you might pay more for it...but like i always say, worth is only what someone is willing to pay.

SSP Mustangs are worth about the same price as a normal Mustang from that year. They do hold a bit of nostalgia, so the price might be ~$500 more.
