How to hit low 13's, or high 12's without breaking the bank?

Our track (when its open) is sealevel... humidity is a hit or miss though. My car ran a 9 flat in the 1/8th as is by the previous owner.

before you go check the weather... you want the temp to be reasonable humdity low and the BARO pressure to be high.. a lot of people forget the baro..
