I just got my fuel cell in, I have a weird or dumb question, I guess

So,
I have a new RCI 16 gallon fuel cell (sumped/drag cell) and I also opted to pay the extra $20 for the safety foam. Well, I was expecting the foam to be external type foam, but it's black foam on the inside of the fuel cell. Is this how it's supposed to be? I guess this helps it from sloshing, and would help safety wise in case of an accident? So that "safety foam" is internal, or do I remove it and use it as a "foam cushion,"

I know this sounds like a dumb question, but I have no experience w/ fuel cells yet, thanks for your help :flag:
