Oil in #1 cylinder. Rings or seals? Or oil in the intake?

I assume if the oil was coming through the intake, it would be in all the cylinders right? The intake plenum is pretty much always wet with oil. Most of the cylinders are dry except for #1.

I just tore the top of the engine off convinced I had bad head gaskets but found no smoking gun. However, all the exhaust valves are burnt (white) except for #1.

The #1 cylinder is caked with carbon and wet with oil. The plug WAS firing since the electrode looks dry, but there was definitely oil in there.

Now, is there any way to test the rings without the heads on? I'm going to get the heads cleaned up at the machine shop and I'll replace all the valve stem seals while I'm at it. What's the likelihood that it's just the valve seal?

I supposed I could re-install the passenger side head and do the leakdown test that way.
