its an additive that helps the oil bold better to the surfaces, sort of like synthetic, i guess if you already run synthetic you wouldnt see much benefits, but i'm sure it wouldnt hurt.

Metro Detroit Area here:

Winter - I store the car with Valvoline 5W-30 (start the car once every couple of days)

Summer - I run Valvoline 10W-40

Temps on average range from 0 - 95 (farhinheit)
 
If one wants better retention of oil to the metal parts, an oil with a fair amount of PAE basestock is how I would accomplish this.
I am not a fan of additives.

Mobil1 15-50 or Casrol Syntec 20-50 depending on wich one the store has 8 quarts of (expensive oil change). I usually put 10-40 in the car in the winter, but it's not driven, just turned over occasionally. Temps in summer average 75-100, winter can be -20 to 30.
