13.8 - 14.1V is normal for an idling engine. If you had 12V while running them your alt. is about to take a dump.

Definatley use a multimeter to verify if the gauge is wrong or if the voltage regulator is bad.
 
I have my needle just touching the 15 volt tick as well (it's actually at 14.6 volts). As noted, just pull the gauge and put your DMM on the power and ground to see what the actual value is.

A bad reg will often spike the gauge to 18 volts.
