So I'm changing out my tie-rods since the inner tie-rod ending up getting bent.

Well, I removed the dust boot from the steering rack, and its full of power steering fluid.

Time for a new rack or is it possible to replace a seal in this situation?

And while I'm at it, anyone know off-hand how tight the inner tie-rod to shaft nut needs to be? I'm using stanard open-end wrenches.

I do not believe you can just replace the seal unfortunately. When I did my inners I had a small leak also but I did a power steering service with the wynn's machine at work and 4000 miles now and I have had no more problems with it. And I just tightened the inner reasonably tight and put in the pop rivets.
