Resistor "chip" mod??

One of the ricers I know claimed that mod gave him 30+ hp on his protege. Me and his cousin (who built a sweet purple '69 camaro) laughed in his face.
one s2000 owner told me he could put a pair of panty hose over his maf and use that as a filter and get more hp. 
I told him not to do it because it would be sucked in the pipe to the plenum. And he said oh no i secure it with a zip tie. 
so he cranked it and it stayed on, well i said ok not bad then all the sudden yeah you no 
sucked it right in and ruined a good pair of panty hose.
