Revs high in neutral while moving

My 2001 mustang v6 started revving to a little over 3000 rpm when I push in the clutch or shift into neutral while I'm moving. After I come to a complete stop and sit for about 5 secs the rpms lower but are still higher than normal (about 1300 compared to 600 before). It its at normal rpm when in gear and the clutch isnt pushed in.

I took out my IAC and cleaned it with throttle body cleaner which seemed to help for about 3 days. It then did it again so I went and ordered a new one. One my way to pick it up the next day it stopped doing it again. I had already bought the new IAC so I installed it. Well that was two days ago and now its back.

Is it possible that this is some other issue and the temporary fixes were just a coincidence. I was thinking possibly the MAF or TPS.
