Yeah, but which part of bureaucracy? The part writing the rules or the part enforcing the rules? Motorcycle parts containing lead ,,, Technically correct but effectively meaningless. OTOH I could see some kid breaking open a battery and eating the plates .... or gnawing the ends of a soldiered wire .... Outside of these two things I'm drawing a blank on what in a bike would have lead, even as an alloy.

find me some leaded paint!!!! i'm scratching my head on this one, There are no components i can think of containing lead except possibly wiring, and that's unlikely
As an avid dirtbiker who has been hearing about this for weeks, let me enlighten you to how this is an issue. The manufacturer has to certify that every part of the bike falls under the 600 parts per million rule, not just he bike as a whole. How much will it cost to test every last nut and bolt? Obviously electric start bikes will have an issue if they use a lead acid battery. Also, at 600ppm, that means that a lot of the alloys used in bikes like the aluminum for the engines might be over the limit as well. Remember, these are low performance bikes that are not using the best alloys out there and most of them come from China or Taiwan and I'm talking about the major manufacturers, not the Chinese rip-offs you can buy at Pep Boys.
