Shifter installation question...

So I installed my MGW short shifter tonight thanks to some direction from Mike aka Mustang5L5. Got a question though...

As I was removing the 4 bolts to take off the rubber inner boot and the metal frame I noticed that the bolts had nuts attached from the other side (from below the car). I thought these bolts were supposed to be just screwed into the chassis of the car without the need for nuts. Does this sound weird to you?

I'm guessing something is missing b/c the holes I'm seeing are not threaded (thus the need for the nuts). Here's a pic of the 2 lower ones:

Am I missing a part or something? I'm guessing there's something missing. As I put it all back together I just want to make sure it's done the right way. Thanks guys!

I wish I had that section intact at least hehehe... the previous owner aka jerk cut a big ugly jagged hole there.

I thought they just screwed in to the metal sheet there without the need for a nut. maybe the bolts they used were too thin and they had to use nuts.
