sn95 rear disc question

Im almost at the end of my 5 lug/rear disc project. I'm just waiting for a booster to arrive. So in the meantime I have completed the installation of the e brake cables. My question is this, does the system have to be full of fluid and bled out in order the e brakes to work? When I pull the handle, there is no movement of either piston.

The E-brake is not dependent on having fluid in the brake system. That's why is is an emergency brake - when you lose all fluid, you pull the handle. It slows down and maybe if everything is adjusted correctly, you stop.
