Splash shield removal

I'm looking to remove the splash shields to inspect metal condition behind them on my '65. I started on the right rear one, and found two screws that I removed but still can't get them to budge. How many screws are there? I do see what looks like a third screw, but its the threaded end. Could the screw have been put in from the opposite side at the factory? I don't know that this fender has ever been off, I know it hasn't in the 25 years I've owned the car. Is there more than three screws? Should it come out pretty easy after I get the third one that I see out?

How many screws are there?

Four - I am trying to remember where they go, there is one on the top I think that you get to by lifting the hood and it's in the same row as the top fender bolts, then there's one on the very bottom held on by some funky bracket, the third I think you get to from the wheel well and it's kinda up and towards the fire wall, fourth, no idea, but there's four for sure.
