Strangest lock cylinder ever

OK, so the little handle just spins and spins around (with no key in it). It looks like it is some aftermarket thing as it has 3 screws in it (see pic).

I pulled the cover off and everything to get to it because I could not find the little button to push in to release it. Then I see this:

This looks like nothing I have seen as far as what the lock cylinder holder is supposed to look like. It appears to be rivited in, you can see two rivet looking things in this pic:

There is nothing in the hole that is there, I have spun the key from acc to start and there is not a button that comes around to be pushed in to release the lock cylinder. Anyone ever seen something like this? And, any ford key at all will work in the ignition (just found this out by inserting the key that came with the new lock cylinder I planned on installing....was this ignition popped (car stolen) and someone went to all this trouble to get the ignition to work again? (carfax is clean, for whatever that is worth).
