how would I go about doing this? I noticed there is like a coat of clear or something.... what steps will I need to take?

Probably spray it with aircraft remover from discount, autozone, pepboys then rince that off then start sanding then polish. Start sanding with 80 or 120, then go to 180, 220, 320, 400 then get two 3"-4" buffing wheels, one for tripoli one for white rouge, then start with the tripoli until the scratches are gone, then move onto the white rouge.
