Getting a tune with "no room to grow" injectors or getting a tune with "room to grow" injectors will still leave the owner with getting 2 tunes for each set up anyways when the jump happens. Why not buy injectors once

Probably less than 5% of fox owners have a tuning device or have their cars tuned via a chip. So while that plan works for madspeed, it won't work for most.

A meter an injectors car be purchased and sold for nearly no financial loss. A dyno trip and trip on the other hand is at least $500 out of your pocket per trip.
While cars will run with oversized injectors it's far from optimal.
