It is a tad on the low side... Does the voltage increase linearly up to WOT? It should be somewhere around 4.25V at WOT. Its not horrible to run it like this, but for best throttle response, you should have it set like you said between 0.95-0.99V. Before you go hacking the screw holes on the sensor to get that voltage, you might want to try and open the throttle up a bit more with the adjusting screw for the throttle blade, then mess around with the IAC bleed screw to set the proper idle. Have you run the car yet? Does it idle?
