I currently own a 1994 ford mustang cobra and im seriously considering going full tubular front suspension. i heard a rumor that power steering rack and pinion isnt compatible with this setup and you have to convert to manual. Is this true?

Completely untrue. As a matter of fact, I can't think of any parameter of a k-member that would even come into question as a manual r&p is dimensionally the same as a power unit. I had a Griggs unit (cough, cough, currently for sale, cough) that would work with either. Any aftermarket K-member should.

I'd like to hear the reasoning behind whoever's opinion it was that told you that.

The only problem with my power steering is the bushings are different than the stock k-member. I bought a set of aluminum rack bushings, but they won't work with the QA1 k-member, so I had to reuse the stock ones.
