Underhood insulation/flex fan question

I removed the insulation from under my hood a while ago. I have a flex fan and am running the stock exhaust with some replacement cheepo turbo mufflers(came with the car) with no tailpipes. When cruising around 2k+ RPMs the fan gets pretty loud. I was wondering if I put the insulation back on would it quiet down my flex fan, in other words would it be heard as loud from outside the car? Please don't tell me to get a louder exhaust cause I was running an o/r hpipe w/ 2 chamber Flows but have since sold that cause I was tight on $$$. I'd rather keep the flex fan on there cause it does cool better than my old tired fan/clutch.

I used to have a flex fan. The only thing that quiet it down was the under drive pullys I installed. It spinned the fan a little slower and I couldn't here it anymore. Made a big difference. My full exhaust helped too.
