i have a 1988 lx notchback 2.3l. i recently took out the dash and did a heater core. when i put the dash back in suddenly the headlights, blinkers, gauge lights do not work.... i checked all the fuses and they are all good. i had a random toggle switch that is definitely not a stock thing hooked up under the steering wheel. i dont have it hooked up now and i do not remember where it went to. does anyone have any diagrams for the fuse panel and maybe a reason as to why this may be happening?

I believe the turn signal switch on the steering column also has the headlight wiring running through it (according to my chiltons wiring diagram for 89-93). I'd make sure all your harnesses are plugged in securely on the steering column and make sure none of the wires have popped out the back of their connectors (happened to me once and I had to superglue the wire back in). The toggle switch you disconnected might have something to do with it (a past owner hacking up the stock wiring?).
