Wiring Probs

Recently the speedometer in my 95 GT Vert stopped as well as the interior lights and dash clock. thinking that the top was leaking and causing the #4 and #8 fuses to blow as soon as they made contact, I pulled the dash and went through the entire dash harness checking every wire and then rewrapping before re-installing. NOT THE PROBLEM...... as soon as I reconnected the grey plug on the drivers side kick panel, both fuses blew immediately. Does anyone know exactly what all those two fuses go for? Car still runs and drives I just have no speedo. Ive tried searching but cannot find anything that helps me out.
