Fpr Guage Drops Pressure....is This Normal?

I have been working through fuel pressure issues. I'm not throwing any codes, but it still smells rich. I'm tired of stinking to high heaven after each time I drive my car.

I can't get the fuel pressure to go below 43psi. Im trying to narrow down if I have a fuel pump, FPR or return line back pressure issues. I have the FPR adjusted as low as it will go, but the gauge won't drop below 43psi. When I unplug the vac line, it does drop a few psi. When the RPMs increase, the psi drops down around 40 psi. The car does have a bigger fuel pump installed by PO, but I'm not sure what it is or the size.

This video shows the FPR drop pressure quickly after the fuel pump primes. Is this expected result?

If the pump is too big and the return line is too small, or the return line has kink or dent in it, the fuel pressure can't be correctly adjusted. That's the first step to take; crawl under the car and examine every inch of the return line.

What is your engine setup and why are you trying to turn down your fuel pressure

Yes, the cats and charcoal canister are removed. I plan to add the charcoal canister back as I want to remove the smell of gas smell from my garage when the car sits for a while.

I'm wanting to turn down the fuel pressure down as it should be around 38 psi based off my research. The exhaust still has a strong fuel smell to it. I was going to see if turning down the fuel pressure helps any.

the rich smell is in my opinion from the fact your cats are removed
