with 275's you most likely have 17x9's. 275's can fit a 17x8 but the tire buldges on the side. If your tires match up even with the side of the rim you got 17x9's.

The smog tests are done at certain speeds. Usually in 2nd gear in a certain RPM range. All the tester would have to do is shift in into 3rd gear.
