It may be either side's controls. Try unhooking the switch from the passenger side controls and try to run it up with the driverside controls and vice versa.

Have you tried the simple check of pulling the distributor cap off and checking for moisture? Haven't seen it happen when the car was driving but you mentioned rain and snow.
Run the vacuum on the system while it's operating. If the system is overcharged with oil like my civic's was (it was converted with a walmart kit from the looks of it) then the extra oil gets entrained with the refrigerant (also does damage to the compressor) and is vacuumed out. I don't know...
