Where are you measuring boost pressure at? If it is before the intake manifold, maybe you have a huge boost leak. Try to get a vacuum/boost reference direct from the intake manifold if you don't have it set up like that already. Much more accurate. Other than that...I don't know what...

I had to mill the intake on my engine. There was much too large of a gab between the lower intake and the block for the gasket to take up.
