2005 Ford Mustang GT 4.6

Hey, I bought this car from police impound. Just finished repairing the body damage (minor) but the cops left the windows down for a month in impound. The car runs great with no engine light (checked with scanner). Problem is none of the instrument cluster lights work, except the seat belt light. So no illumination on the high beam, check engine light, etc. Is this my instrument cluster or should I start looking elsewhere? Any help is much appreciated, thanks!
