There is no torque spec. Fuel pump bolts can go tight as you think with a 3/8" rachet, but if you feel the aluminum threads in the timing cover go, back off. Snug is good. The P/S bolts can go to 35 ft/lbs if they're 3/8" bolts, yo've got steel bolts in iron heads there, you'll twist the bolt in two before the head threads let go.
