84 2.3 Turbo Tunning Trouble

I have an 84 Mustang GT Turbo. Ran fine before upgrades. Now it spits and sputters at idle and sounds like its backfire through the intake as well. But if you rev it.... it revs out clean and sounds good.
Before any mods. the motor was pulled and did a full engine gasket kit and new head bolts.

MODS:
T3/T4 ar.63 turbo (8lb Wastegate)
Tubular exhaust Manifold
Front Mount Intercooler Kit
HKS Blow off valve
Walbro 255 fuel pump
Adjustable Fuel Pressure Regulator (set at 36psi)
Large VAM and #35 Injectors (for 88 thunderbird turbo coupe)
2.5" Straight pipe Exhaust with a Glass Pack muffler

Timing is set at 10* with spout disconnected but jumps to 22* when connected
Knock sensor is still plugged in. Not sure where its located to unplug it.
VAM and injectors are brand new as well as plugs and wires cap and rotor.

When accelerating it doesnt have much low end power and is kinda sluggish and then bam! turbo hits and pulls but only 5psi of boost. Feels like its trying as hard as it can to go but being held back at the same time.

If you rev it a couple times at idle and kind of "launch it" it wants to take off and spin the tires but then bogs down and back to running rough before boost.

If anyone out there might know what is going on and can point me in the right direction. It would be very much appreciated. Ive been fighting this car for a month straight now!
