95 GT Fuel pump issue (narrowed to ccrm pin 16)

I did a cam swap last week and the car ran great before. I installed a quarterhorse chip and loaded the stock T4M0 tune in before connecting the battery. When I connected the battery back up I could not get the fuel pump to prime. I disconnected the battery and removed the chip and tried again and the pump still would not prime. I searched for a while and found a few diagrams and tested all the circuits and found that the CCRM pin 16 was not grounding. I ran a jumper from pin 16 to ground and the fuel pump ran when I turned the key. Are there any sensors that would cause the ecm to not ground this pin? I am having a hard time finding any other diagnostic information pertaining to the fuel pump circuit and cannot figure out why the pcm is not grounding pin 16. Possibly something during the cam swap?
