96 Saleen S281 Serpentine Belt Overlapping Crankshaft Pulley

Hey guys I have a 96 Saleen S281 4.6L that keeps brazing the outer rib on the serpentine belt at higher rpms (around 3500+). The belt is running up on the outer lip closest to the radiator and is further to the front of the car on the water pump pulley too. I was just wondering if you guys would have a solution to this problem. I am new to this website so sorry if I am not clear. Thanks in advance!

It looks like to me that the crank pulley is not fully pressed onto the crank shaft.

Do you have any history of the work done on this car? HOW was the crank damper pulley installed? Exactly how was the crank damper bolt torqued? Was RTV used between the washer and the keyway (perhaps too much RTV was used as this could explain why it hasn't seated all the way?)?

@wmburns I'm sorry but I just got the car less than a week ago and the dude didn't tell me anything about it at all. I didn't even know that it had the problem before I bought it. I really appreciate everyone's help.
