A/C Compressor Cycles When Heater Is On

Just curious, but is this normal? I was pulling in the other day and heard a "tsss" and then a few seconds later, it sounded like it released. It kept doing this. I popped the hood and noticed that the A/C compressor pulley would start spinning with one "tsss" and then would stop about 5 to 10 seconds later with another "tsss." This kept happening until I turned the heater off (vent, floor, mixed, or def mode did it).

Any ideas? My A/C doesn't work...hasn't for a while. Also, it kind of chirps/ticks/squeals when the A/C pulley is spinning.

Most people do not understand the climate controls in the Mustang...

The a/c compressor runs in every position except the positions immediately to the left and right of off (straight up).

This is the way the system is designed.

It turns out I do have A/C. I tried it today and it was blowing cold...last time I tried to use it it didn't blow cold.
