afdr165s: Is it ok for spring cups to rest on top of valve guides?

Hey there folks. I'm pretty sure the answer is "no" but I wanted to check so I dont do a ton of needless grinding. I'm installing spring cups (the washer things) onto a used set of afr 165's and on 15 valves, they sort of sit on top of the valve guide. Imagine the guide is a tapered pyramid shape and around it is the valley that the spring sits it. Well, on 15 valves, the cups are suspended atop the guides since it looks like the ID of the cups is too small (? or are they supposed to collapse on their own?) but on one valve, it sits all the way down and rests against the head

Am I right in thinking that these cups need to be opened up a bit so they all rest on the head directly?
