Buzzing starter relay

1984 V6 3.8L convertible. It used to start up before Hurricane IDA came through. Water was about 18"-24" deep around the car. Now I only get a buzzing from the starter relay. Wonder if it is water damage to the starter or has the relay failed? We also lost two of our everyday cars to the storm. Insurance company totaled them. The Mustang was not covered.

The starter could easily be damaged. How much water is in the oil, transmission and rear differential? I’m not sure you will know how much until it is drained.
If the engine turns over by hand, you are good to pull the starter and the relay to check them, and I’d change the fluids anyway. Then inspect the brakes and flush that fluid, too,
 
Thanks for the replies.
I changed the oil and was able to hand crank the engine. Tried to start with a new battery, same buzzing from the relay.
I will try replacing the relay first which will force me to clean all the terminals. If nothing changes I will pull the starter.
