Control Valve Fittings - Leaking

(1969 convertible 302, PS/PB/AT). Recently I had someone replace the leaking p-steering control valve with a rebuilt. The hose fittings were leaking a little and I noticed they were slightly loose.

Are these fittings known to be hard to reach with a wrench? I don't have a line wrench handy but is that the secret? Or should the inner most line been installed and properly tightened before the second line gets installed? I can get an open end wrench on the outside line but not on the inside one....

Thanks for the reply Shem. I can envision that the inner fitting needs to be done first. I simply can't get a wrench on there at this point but I think I can do this myself if I can disconnect the outer line. Will a lot of steering fluid drop out of the outer line if I temporarily disconnect it? If so, can I clamp the line? Unfortunately, someone else installed the valve so I'm not real familiar with it.
