could drilling holes in my catted pipe help emmissions?

ive got an off road h with the smog pump pulled out. ive been putting off emmissions for a while but i have to do it. by the way, i already failed pretty bad the first time with my stock catted pipe. i was thinking to retard the timing, clean out the tb, and give it some alcohol. also what i wanted to do was put on my catted pipe and drill a few holes in it so the hoses dont pick up the fumes. think this might work? the dont look underneath at all

well if they dont look underneath you might be fine....but they will definetly hear the exhaust leak. im an inspector for nc and i would definetly fail it just by hearing the exhaust leak....its not worth getting fined 5 grand.
