Crazy ground question!!!

Ok, rebuilt my motor, put in, everything is hooked up, then I noticed an orange wire laying free out of my wiring harness. Could not figure out what it was but assumed it went to the end that was still attached to the end, whoops, must have forgot to disconnect it. So looked on here, found out it was the HEGO ground. Checked voltage to it before I attached it back to the motor and it has 4.7 volts. This does not seem right. Traced it back to the 10 pin connectors, 4.7 volts, pin 49 on computer, 4.7 volts, why is this??? Is something messed up. Do not want to bolt it to ground with voltage. I had a wire on the pass. side for the O2 wire that had been split for some time at the fusable link, has been like this for awhile but just found it, and it arced out today, could that be something to do with it as well. Thanks for your thoughts.
