Well, that certainly is not idle. :p

Did you do the work? If not, I would make the shop fix it on their nickel - the car idled when you brought it in.

They might have timed it and did not put the SPOUT back in (Car still should start, but who knows where timing was set at with a bad balancer).

I'm for the timing being whack. One time I forgot to tighten down the dizzy hold down bolt, my timing had worked it's way WAY off, and overtime the idle quality seriously decreased until it wouldn't want to idle from time to time. I retimed it, tightened the bolt, and it was perfect ever since.
