fuel fouled spark plugs

i just got my new reman'd engine started its a 2000 engine in a 1997 mustang anyway, it wont idle and only stays on if held above 1000rpm. ive ruled out vacuum leaks and low fuel pressure and ive ruled out low pressure for this reason correct me if im wrong. when i hold the engine on i hear intermittent and random tacking sounds like misfiring to me, if held on long enough smoke comes from the bottom of the heads. after checking the fuel i pulled the plugs to find all of them covered in fuel. what is the cause of this and i dont think i started the car with cylinder one at TDC is my timing off so bad that it wont idle and foul the spark plugs? or is something else wrong?

You have a reman engine so the cams SHOULD of been timed when they left the engine builders. There is no way to advance or mess up the timing w/o actually taking the chains off and doing it manually (w/o a computer or timing adjuster externally).

That being said, What is your fuel pressure at the rail?
