Headlights Flickering High Volts Off Alternator.

I was driving my car last night and noticed how my headlights like pulsed.. they were constantly on just pulsing brighter. I noticed my volts have been reading higher.. around 14.8 (I did check the resistance of the yellow wire and the green wire I got 1.3 ohms..) I'm assuming back voltage regulator ?

Where my pigtail goes into the turn signal for hi/low switch it got burnt out ( I re did the pigtail but the headlights wouldn't turn on..) So i used the wire for the headlights and made a toggle work for the time being since my car is an 87 and turn signals seem to be around $225 for whatever reason... ridiculous if you ask me.. But anyways i was wondering if that could be an issue also? It worked fine before.. I just assumed the higher voltage peaks that are happening is causing the headlights to become brighter.
