How To Tell If 4.6 Timing Chain Is Bad?

Since the 4.6 doesn't have a distributor to watch when you turn the crank, how can you tell if the chain etc is worn out?
With new IAC, clean regapped plugs, new fuel filter, new air filter, no vac leaks, no water in gas, new sock/sending unit in tank, engine idles rough and surges when accelerating.

How can I tell if the timing components are worn out?

+1 on above. Generally anything above 150K miles could be in the ball park for wear (depending upon how frequently the oil is changed).

Does it make any noise at initial start up?

In my experience the BIGGEST tell for a worn timing chain or broken guides is metal debris in the oil filter. After every oil change I use an oil filter cutter to examine the filter element for debris. So far this has saved two motors for me.

It has 160,000 miles on it. No noise at start up or while running. Has EEC IV.
Scan codes do not indicate any problems but it runs crappy.
Is there no mechanical test I can do?
I'm not familiar with the 4.6.
But I have a feeling I'm about to be.
